(i) Agreeing to set up and/or run a chambers, namely Luton Barrister Chambers with the aim of awarding pupillage to himself and another barrister, in breach of the Bar Council Guidelines on Pupillage, in relation to the advertising, short-listing, interview, selection and remuneration of pupils.
(ii) Procuring the award of a pupillage in the period October 2003-October 2004 for himself in breach of the Bar Council guidelines on Pupillage
(iv) Procuring the award of a pupillage in the period 2003-October 2004 knowing there were no other members of Chambers at Luton Barrister Chambers to supervise or guide him through his pupillage as required by paragraph 804(b) of the Code of Conduct
Naeem Khan engaged in conduct which was likely to diminish public confidence in the legal profession or otherwise bring the legal profession into disrepute by:
(i) Taking work as an immigration advisor/criminal barrister in the period October 2003-October 2004, in order to fund Luton Barristers Chambers and therefore his own pupillage.
(ii) Taking work as an immigration advisor in the period October 2003-April 2004, to the extent that it interfered with his pupillage training contrary to paragraph 801(b) of the Code of Conduct.
(iii) Supplying legal services as a barrister in the period October 2003-April 2004, the period of his first six-month pupillage.
