Offence details:

Mark Walker practised as a barrister having failed to complete the prescribed 12 hours Continuing Professional Development (CPD) and/or failed to submit details of the CPD undertaken by him in 2009 in the prescribed form by 31 January 2010, contrary to the requirements of paragraph 202(b) of the Bar?s Code of Conduct and Rule 7 of the Continuing Professional Development Regulations (Annex C to the Code of Conduct), such failure being serious as to amount to professional misconduct by virtue of previous failures by Mr Walker to comply with the same provision of the Code of Conduct, namely paragraph 202(b), which failures were found proved at a Summary Hearing Panel on 30 March 2009, in respect of Mr Walker?s 2006 CPD requirement and at a Summary Hearing Panel on 13 October 2009 in respect of Mr Walker?s 2007 CPD requirement.

Mark Walker failed to respond promptly to requests from the Bar Standards Board for comments or information on a complaint, in that he failed to respond to letters sent to him by the Bar Standards Board dated 22 June 2010 and 19 July 2010, such failure being serious as to amount to professional misconduct by virtue of its combination with another failure to comply with the Code (being the failure which is the subject of Charge 1 of this Charge Sheet) and by virtue of previous failures by Mr Walker to comply with the same provision of the Code of Conduct, namely paragraph 905(d), which failures were found proved at Summary Procedure Panel hearings on 30 March 2009 and 13 October 2009, in respect of Mr Walker?s 2006 and 2007 CPD requirements respectively.
