Legal Experts needed

The Bar Standards Board, the regulatory body for barristers in England and Wales, is seeking five members of a new Advisory Pool of Experts (APEX).

As part of our agreed new governance structure, we want to develop a pool of experts to provide advice and support for our policy development.  We want to engage a range of people, from all kinds of backgrounds, who are experts in their respective fields to help us.

We're offering a flexible way of providing input on big, interesting topics in policy development.  We'll recognise your appointment and your expertise by publishing details of APEX members on our website and telling people when you've contributed to our work. You'll be paid for your time. You'll become part of a group of experts from a range of different specialisms, with regular opportunities to come together and learn. You'll be able to discuss issues in a robust way with our staff, our Board, other experts and often our other stakeholders too. You'll have the opportunity to make a difference, at an early stage, in how policy develops in the legal sector. There's a lot going on so there are plenty of big, complex issues to get involved with.

We have five vacancies available in the following fields: competition law (1 role), equality and diversity law (1 role), and regulatory law, particularly constitutional, human rights and public law (3 roles). All applicants for these roles must be legally qualified, have five years' post-qualification experience and be currently authorised to practise by an approved regulator under the Legal Services Act 2007.

  • We seek a competition law expert to advise us on the promotion of competition in the provision of legal services. The successful candidate will be an experienced practitioner in competition law, with a strong understanding of competition impact assessment and market regulation.
  • We seek an equality and diversity law expert to advise us on developing and implementing our equality and diversity strategy. The successful candidate will be an experienced practitioner in equality and diversity and discrimination law, with a strong understanding of equality impact assessment and anti-discriminatory practice.
  • We seek three regulatory law experts to advise us on the application of constitutional, human rights and/or public law to the development and implementation of regulatory policy. The successful candidates will be experienced practitioners in regulatory law with experience of working with public bodies and/or regulators to develop and support robust regimes.

APEX members will enter into a consultancy agreement for services with the BSB, and will not be employed by us. The agreements will not guarantee a particular level of work, but will be for up to 10 days' worth of time per year. Our day and half day rates are: £308 per day and £154 per half-day, plus expenses as permitted by our expenses policy.

The BSB is required to keep its regulatory activities separate from any representative activities in relation to barristers, and specifically we must remain independent of the Bar Council. We therefore require that experts do not at the same time have any close relationship with the Bar Council, eg as a member of a Bar Council representative committee, working group or as an advisor to the Bar Council.  Members will be asked to confirm their eligibility at the time of appointment and throughout the duration of their appointment.
